The bipartisan amendment, proposed by Sens. Tim Kaine (D- VA) and Marco Rubio (R-FL), was adopted 65–28 and was ultimately included in the final FY2024 National Defense Authorization Act. Res. 2, which commended the bravery, courage, and resolve of the women and men of Iran demonstrating in more than 133 cities and risking their safety to speak out against the Iranian regime’s human rights abuses. The measure, introduced by Senator Bob Menendez (D-NJ), concluded the 118th Congress with 52 cosponsors. Foreign Policy for America scored positively those who cosponsored the resolution.
